Power BI Pro, Premium Per User, or Fabric:
Which licence do you actually need?

Power BI presents organisational data through reports. The licence you need mainly depends on who creates the reports, who views them, and which workspace hosts them.

Not everyone needs the same Power BI licence—but everyone needs appropriate rights.

A paid data environment alone is not automatically enough. What matters is the person's task and where the report is stored.

Who creates the report—and who views it?

Power BI presents data in reports. Licensing depends on who creates, shares, or simply views those reports.

Power BI Pro

A user licence that supports creating, publishing, and sharing reports.

Premium Per User (PPU)

A user licence providing additional premium capabilities for an individual.

Fabric capacity

Paid computing resources for data and reports. They do not automatically replace individual user licences.

A practical example: A team member publishes a report for ten colleagues. In a standard Pro workspace, the people viewing the report also need appropriate licences.

Free, Pro, Premium Per User, and Fabric serve different purposes.

First distinguish whether someone creates, publishes, or only views content—and where that content is hosted.

USER LICENCE

Fabric Free / Power BI Free

Supports personal content in My workspace and free capabilities. Free users can ordinarily view shared reports only when both the report and semantic model are hosted on qualifying F64+ capacity and Viewer permissions are assigned.

USER LICENCE

Power BI Pro

Supports creating, publishing, sharing, and collaborating on Power BI content. In a standard Pro workspace, both authors and report recipients generally need Pro or PPU.

USER LICENCE

Premium Per User

Includes all Pro capabilities plus additional premium functionality. Every person accessing a PPU workspace needs PPU. A complete PPU licence does not require an additional separately assigned Pro licence.

CAPACITY

Microsoft Fabric F SKUs

Provide separately billed compute capacity. F2 through F32 do not remove Pro or PPU requirements for report viewers. Only F64 and larger capacities can allow eligible read-only viewers to use Fabric Free.

Which user needs which licence?

For standard internal sharing, licensing depends on workspace type, capacity, and the actual role of each user.

A report embedded in Teams or SharePoint remains Power BI content. Row-level security, Viewer permissions, or a working link do not change licensing requirements. External embedded applications and guest access require separate evaluation.

Why paid Fabric capacity does not automatically provide free viewers.

F32 and F64 differ in more than compute capacity. F64 is a central licensing threshold for Power BI report recipients.

A workspace may already run on paid Fabric capacity, but every Power BI report viewer still requires Pro or PPU.

F64 AND ABOVE

F64, F128, and larger

Read-only recipients can use Fabric Free if they hold the Viewer role and both the report and semantic model are deployed to eligible capacity.

AUTHORS

Creators still need licences

Users who create, publish, or edit Power BI content with elevated workspace roles continue to require Pro or PPU, even on F64+ capacity.

FABRIC WORKLOADS

PPU is not Fabric capacity

Premium Per User does not provide dedicated Fabric capacity for lakehouses, warehouses, or notebooks. Such workloads require suitable Fabric capacity or a valid trial.

Distinguish full licences, add-ons, and existing E5 entitlements.

The following list prices are published on Microsoft's German website for annual billing. Contract terms, partner pricing, and local commercial conditions may differ.

A PPU add-on can be efficient when Pro is already included with E5. If Pro is purchased separately, compare the combined Pro-plus-add-on cost with a full PPU licence. What happens to existing Premium capacities?

Microsoft distinguishes Premium Per User from historical capacity-based Power BI Premium P SKUs. Only those legacy P capacities are being progressively replaced by Fabric.

Premium Per User

PPU remains a user licence. Migration away from historical Premium capacities does not mean Premium Per User is being retired.

BEING REPLACED

Power BI Premium P1–P5

New P capacities are no longer generally sold. Existing contractual entitlements and the relevant agreement end date determine when migration becomes necessary.

NOT AUTOMATIC

Migration to F capacity

An appropriate Fabric capacity must be purchased, workspaces reassigned, and permissions and report-consumption requirements validated afterwards.

Do more than replace a SKU.

Before migration, verify agreement end dates, Azure billing, region, capacity utilisation, workspace assignments, semantic models, and user licensing. Exceptions, contract structures, and existing terms can affect the actual transition.

Four organisational scenarios—four different licensing decisions.

The economical choice depends on audience size, required functionality, existing suites, and actual usage.

SMALL TEAM

3 authors and 12 report recipients

In a normal Pro workspace, all 15 people require Pro or PPU. Licensing only the three authors does not cover the twelve report viewers.

PREMIUM FEATURES

5 authors and 30 PPU viewers

When content resides in a PPU workspace, all 35 users need PPU. Five PPU author licences and 30 Pro viewer licences are insufficient.

LARGE DISTRIBUTION

10 authors and 500 read-only viewers

With F64+, ten authors can use Pro or PPU while 500 read-only viewers may use Fabric Free if permissions and content placement are correct. Capacity costs must still be included in the comparison.

SMALL CAPACITY

F32 and 500 report recipients

Even with an already-paid F32 capacity, authors and all 500 Power BI viewers still need Pro or PPU. This distinction frequently causes budgeting and compliance mistakes.

Answer these questions before purchasing.

Power BI licensing is not merely a product choice. It connects user entitlements, platform architecture, organisational strategy, and ongoing cost governance.

  1. 01Who creates, publishes, administers, or consumes reports—and which workspace role does each user hold?
  2. 02Is the report hosted in a Pro, PPU, or Fabric workspace, and what exact capacity SKU applies?
  3. 03Do both the report and its underlying semantic model reside on eligible F64+ capacity?
  4. 04Is Power BI Pro already included with Microsoft 365 E5, Office 365 E5, or another documented entitlement?
  5. 05Does a proposed add-on meet all prerequisites, and could a full licence be more economical?
  6. 06How do guests, Teams/SharePoint embedding, premium workspaces, and self-service purchases affect the solution?
  7. 07Which Fabric costs result from capacity size, region, utilisation, contract term, scaling, or reservations?
  8. 08Are existing Premium P SKUs, agreement end dates, and necessary Fabric migrations documented?

The word ‘Premium’ does not decide—user rights, workspace, and capacity do.

Pro enables collaboration, PPU adds premium capabilities per user, Fabric provides capacity, and only F64+ can enable eligible read-only viewers without additional Pro licences. Existing E5 rights and organisational strategy must always be considered.
