Which Microsoft Copilot tool fits which task?
Microsoft offers different Copilot tools for different tasks. Some answer questions, others help directly in Word or Excel, and some handle work involving several steps. Licensing and possible additional costs depend on the particular scenario.

The most powerful tool is not automatically the right one.
Choose the simplest tool that can reliably do the job. First consider whether you only need an answer or whether something must actually be carried out.

Some Copilot tools answer questions. Others help with documents or take on more involved tasks.
Copilot Chat
An assistant for questions, drafts, and summaries.
Agent
A digital assistant that makes knowledge or particular tasks reusable.
Copilot Credits
Consumption units that can create additional costs, depending on the scenario.
A practical example: A chat may be enough to draft an email. If an agent regularly checks data or runs processes, its permissions and potential additional charges need closer attention.

Start with the desired outcome. Only then decide how much context, planning, reuse, and autonomy are genuinely required.
Copilot Chat
- Best suited for
- A quick answer, short draft, or summary
- Example
- Summarise the key points from a text and draft a concise reply.
- Boundary
- For bounded, conversational work – not for a continuously running process.
- Licence & cost
- Web-grounded chat may be available through eligible Microsoft 365 plans; full work grounding is part of Microsoft 365 Copilot.
Copilot in Microsoft 365 apps
- Best suited for
- Edit an open file directly in context
- Example
- Shorten a Word document, improve its tone, or continue building an Excel workbook.
- Boundary
- When the outcome belongs in Word, Excel, PowerPoint, Outlook, or Teams.
- Licence & cost
- Part of the Microsoft 365 Copilot licence scope; the relevant app and user entitlement are still required.
Scheduled Prompts
- Best suited for
- Repeat the same request at a fixed time
- Example
- Create a summary of open tasks and key appointments every Monday morning.
- Boundary
- For a recurring prompt – not yet a shared business process.
- Licence & cost
- A Microsoft 365 Copilot licence is required and optional connected experiences must be allowed.
Researcher
- Best suited for
- Deep research across multiple sources
- Example
- Create a structured market analysis from web and work sources with verifiable citations.
- Boundary
- When depth, multiple steps, and a sourced report matter more than speed.
- Licence & cost
- Described by Microsoft as an integrated Microsoft 365 Copilot agent; check availability and admin enablement.
Analyst
- Best suited for
- Analyse data, identify patterns, and explain trends
- Example
- Compare sales data by region and quarter and highlight unusual results.
- Boundary
- For data-focused analysis – not primarily for broad multi-source research.
- Licence & cost
- Described by Microsoft as an integrated Microsoft 365 Copilot agent; check availability and admin enablement.
Copilot Agent
- Best suited for
- Build a repeatable task and share it
- Example
- Provide an HR knowledge agent or a defined onboarding flow to many employees.
- Boundary
- When knowledge, instructions, or a process should be reusable over time.
- Licence & cost
- May be included or consumption-based. Agent type, data, channel, and user licence jointly determine the cost.
Copilot Cowork
- Best suited for
- Execute a complex one-off assignment across apps
- Example
- Gather information, create documents, coordinate meetings, and publish results in Teams.
- Boundary
- For long, multistep work involving tools and actions – not merely an answer.
- Licence & cost
- Microsoft 365 Copilot licence plus usage-based billing in Copilot Credits.
Microsoft Scout
- Best suited for
- Continuously monitor, anticipate, and move work forward
- Example
- Identify project risks, track commitments, and start preparatory work proactively.
- Boundary
- An always-on agent requiring strong access controls, traceability, and approvals; currently in Frontier.
- Licence & cost
- Microsoft describes a usage-based pricing model. Check current availability and cost guidance before use.
The key distinction
Answer, reuse, execute, or anticipate?
Poor choices often happen because every Copilot experience is treated as the same chat. In practice, there are four very different modes of work.
Answer
Copilot Chat, Copilot in apps, Researcher, and Analyst produce content, explanations, or analysis while the person remains directly in the flow of work.
Reuse
Scheduled Prompts repeat a prompt at defined times. A custom agent makes knowledge or a defined process available to multiple users.
Execute
Cowork takes on a complex, multistep assignment across tools and apps and returns a completed outcome.
Anticipate
Scout stays connected to priorities, monitors relevant signals, and can move work forward proactively. This requires the strongest guardrails.
The cost logic
A Copilot licence is not a flat rate for every agent scenario
Before rollout, identify which capabilities are covered by an existing user licence and where usage-based billing begins.
Copilot Chat
Web-grounded Copilot Chat is available to eligible Microsoft 365 users. Automatic grounding across files, email, meetings, and chats belongs to the broader Microsoft 365 Copilot scope.
Microsoft 365 Copilot
Microsoft currently describes Copilot in the apps, Researcher, and Analyst as part of the Microsoft 365 Copilot user licence. Availability and admin settings still need review.
Custom Copilot agents
Additional cost depends on factors such as agent type, data sources, channel, and the end user's licence. A blanket yes or no would be misleading.
Cowork and Scout
Cowork requires a Microsoft 365 Copilot user licence and is additionally billed in Copilot Credits. Microsoft describes Scout pricing as usage-based; details and availability may change while it is in Frontier.
For Cowork, model use, context retrieval, tool calls, and runtime influence Copilot Credit consumption. A short prompt can therefore trigger a substantial task. Budget by task pattern and successful outcome, not by prompt count.
The practical decision
Five questions before choosing a tool
These questions are often enough to narrow the choice and avoid unnecessary complexity.

What outcome do I need?
An answer, an analysis, a reusable service, or a task that is actually completed?
- 02
Where is the work context?
In the open document, across several sources, in organisational data, or distributed across apps and tools?
- 03
How often does the task occur?
Once, at a fixed interval, in a similar way for many users, or continuously in the background?
- 04
How much autonomy is acceptable?
Suggestions only, execution after approval, or proactive actions within clearly defined rules?
- 05
How will consumption be governed?
Which licence applies, which credits can be used, who owns the budget, and how are limits and value measured?

As simple as possible. As agentic as necessary.
A more capable tool is not automatically more economical. Choose the smallest suitable mode of work first, then review licensing, data access, and governance – and measure cost per successful outcome.
