Microsoft Teams Phone:
Which licence do you need for calling?

Teams Phone turns Microsoft Teams into a telephone system. External calling requires three pieces to work together: an eligible Teams base, the phone-system entitlement, and a connection to the public telephone network.

Phone-system entitlement, phone number, and telephone service are different things.

A Teams Phone licence enables the phone-system capability. Calling external telephone numbers also requires an appropriate calling provider or Microsoft Calling Plan.

How does calling through Microsoft Teams work?

Think of a traditional telephone system: a person needs system access, a phone number, and a connection to the outside world.

The person needs an eligible Teams base licence. With plans sold without Teams, the required Teams entitlement must be provided separately.

Teams Phone

Teams Phone enables calling capabilities such as call transfers, holding, routing rules, and phone-number management.

External calling requires a Microsoft Calling Plan, Operator Connect, or Direct Routing through a suitable provider.

Individual or shared

A user can have an individual number. Shared Calling allows several eligible users to share a central number.

The correct licence depends on whether you are enabling a person, a shared phone, or a voice application such as a call queue.

Calling Plan, Operator Connect, or Direct Routing?

The phone-system licence and telephone-network connection are separate decisions.

Depending on the country, Microsoft supplies phone numbers and calling packages. This can work well for straightforward requirements.

PARTNER

Operator Connect

A supported telephone provider connects its calling service to Teams. Assess the Microsoft entitlement and provider contract separately.

FLEXIBILITY

Direct Routing

A suitable provider or an organisation’s telephony infrastructure connects Teams to the telephone network. Include technical, operating, and provider costs.

SHARED

Shared Calling

Multiple users can share a central phone number, but each participating person still needs their own Teams Phone entitlement.

Which mistakes cause unnecessary spending or incorrect licensing?

Problems arise when users, phone numbers, devices, and technical accounts are treated as identical.

DUPLICATION

Adding Teams Phone to E5 unnecessarily

When the E5 subscription already includes the phone-system entitlement, another Teams Phone Standard licence is normally unnecessary.

NO CONNECTION

Confusing the licence with a calling contract

Teams Phone alone does not automatically include external calling, telephone numbers, or calling minutes.

WRONG LICENCE

Giving expensive user licences to call queues

Auto attendants and call queues need their dedicated no-cost Resource Account licences rather than ordinary Teams Phone Standard licences.

SHARING

Using one user entitlement for several employees

A shared telephone number does not replace individual Teams Phone rights for people using Shared Calling.

Fictional example: 40 employees and one central number

A fictional organisation wants 12 people to make external calls and needs one central call queue.

STEP 1

Count actual calling users

Only 12 of 40 employees need external calling, so purchasing Teams Phone for all 40 is not automatically justified.

STEP 2

Check existing entitlements

Where an employee already has Microsoft 365 E5, Teams Phone is generally included. Assess suitable add-ons only for the remaining users.

STEP 3

Assess connectivity and the queue separately

Select the calling provider or Calling Plan separately. Assign a no-cost Teams Phone Resource Account licence to the central queue.
